I see stifling: * "we need to review our policies and practices" -- We're going to make it policy that these ratings are gone. * "We will also state more clearly the requirement/expectation for student software developers" -- The requirements will become more burdensome and bureaucratic, and we will be able to better cover our asses. * "and we will create an easy means for them to do so" -- (I don't buy this one.)
