Why not limit the amount of messages people can send per day? 3 for instance? Wouldn't that make you think before sending a message? Maybe users could choose to only receive messages from people who send less than N messages per day. It would be funny if messages from users who are reported as annoying get redirected to a horny bot which keeps them "entertained" :)
