  I thought you need to have access to an account that has sudo privileges and has logged in as root before (but don't know their password).

    Indeed. So if people always lock their screens when walking away, they should be safe. In practice, they often don't.

      They need to have successfully run the sudo command at least once. In practice, most people have never done that.
