I agree 100%. I used to work in an IT job for a school and there was very little for me to do for most of the summer. I asked if my contract could be adjusted so I could have a month or two off during the summer, unpaid and, like you, I was told that just wasn't feasible due to various bureaucratic concerns. I like the idea of benefits that are not tied to the employer but to which the employer contributes some amount of money. Although at that point, might as well just pay me more and let me take care of it.
