The EU (and individual member states) is doing something, both on the privacy and the anti-trust front. In fact, several agencies have already given Google a "final" warning. If Google persists in it's arrogant "fuck you, we are the great untouchable Google" attitude, the gloves are going to come off soon enough. It will still be slow process that could take many years though.
