This smells like it would be illegal in the EU. I have no idea about ads because I AdBlock... does anyone see this technique used in the EU?

  google does it a lot. Try visiting the adwords page for your local google franchise and you'll be getting ads for a 100€ coupon at 25€ everywhere.
