Then we can catch and charge that person. This doesn't seem like a good idea to me. You're not going to use a fire-arm to water your plants. You know its purpose when you see/buy/own one. Fair enough, one doesn't need a fire-arm to kill someone but making the killing much easier with a fire-arm cannot be considered innocent or neutral.
