It has nothing to do with blocking porn and has more to do with creating a database of people who have no fears of making it known that they don't want filters on the Internet connection. Of course later on they government can label them has people who are happy to view porn or visit terrorist websites. It is a way of creating a database of people who can be labelled in a negative manner in relation to some government agenda.
