Was it for an iPad? Those seem to be especially difficult. I went to five AT&T shops before giving up. I also went to two T-Mobile shops before someone would help me. Other challenges: AT&T only allows prepaid SIM cards to be activated using a US credit card that is linked to an address. So foreign or prepaid credit cards don't work.
