If you're interested in learning Neural Networks, please do yourself a favour, go learn them from a good textbook (e.g. http://www.cs.toronto.edu/~mackay/itprnn/book.html http://www.cs.toronto.edu/~mackay/itprnn/book.html is free online), not these "online tutorials". I know, math-y books don't often make it sexy "for hackers", but it is really the only way to learn a math subject.
