This design optimises for low-wind speeds by exploiting the Bernoulli Principle but the problem with doing that is that there is very little energy available in the wind at low speeds to begin with. It's more practical to aim at higher wind speed sites (e.g. off-shore, or simply by being much taller) simply because there is vastly more energy.
