There is a special court that has heard vaccine injury claims (http://www.nvic.org/injury-compensation.aspx http://www.nvic.org/injury-compensation.aspx) for almost 30 years in the US, so expecting an individual doctor to be held to a standard of liability that could be perceived as above the liability for the vaccine manufacturer is probably unlikely.
