It 100% depends on the use case, if there is a ton of interactivity in your app then native is far better. If your app is primarily informational, HTML5 is generally easier for most folks. Hybrid approaches can be nice: build the interactive sections natively and then display the results in a web view so you can re use things from your mobile website, if that use case makes sense to your product.
