  It is a humorous reference to an American sitcom from the 80's called 'Different Strokes'. A lighthearted way of expressing disagreement. [edit: While I'm at it: the main character 'Arnold' would express disagreement with his brother 'Willis' by saying "What you talkin' 'bout Willis?" something like once per episode. This was a running joke for the sitcom.]
