I think the article points to an important point, but also a fundamental conundrum.
There's social capital and there's financial capital. If you have a lot of financial capital, your willingness-to-pay for social capital is higher. If you're poor, your WTP for social capital is lower.
However, if you take social capital off its pedestal (which this article attempts to do) it's value as a commodity decreases.
