  Ridiculous EU cookie law. And to add further ridicule, the current advice is that these kinds of popups are superfluous, and just have a cookie info page on the site.     So far i have only ever seen those on UK pages, anyway. Either the rest of the EU (or germany) doesn't care or solves it in a much more unobtrusive way.
