Isn't this the system Microsoft is using that has created such huge problems for the company? There was that Vanity Fair article recently that talked about what a mess the product teams are at Microsoft. It blamed the stack rankings in part for creating a hostile environment where nothing could get done. Nobody collaborates because they want to come out on top of those rankings, and some even go so far as to sabotage their co-workers to stay atop the rankings. I seem to recall the article suggesting that the only place stack ranking ever worked was GE. Sounds to me like a recipe for disaster.
