Consider another perspective. When a new land is made habitable, how do you allocate it? If Mars or Antartica were to become habitable tomorrow, which parties would be able to purchase how much land and from whom? I think early explorers will have a stake in it, unless it comes down to a show of power, or something unlikely such as equal distribution of the new land to all citizens of all countries.
