Interesting. I used to download and unpack zip files manually from the gnuwin32 SF project until I found mingw-get[1] which downloads and installs packages from the MinGW32 and MSYS projects. Problem with that was it lacked packages like curl which I still had to get from elsewhere. It seems that quite a number of apps in Scoop pulls from these projects.
