The problem with this system is that those who have the most genuine need for welfare will be the ones who are made worse off. Namely, the permanently and severely disabled. These are the people who will have the highest cost of living because they will need additional care and special considerations made for housing etc. They are also the people who will find it the most difficult to supplement their minimum income by working.
