It seems to me that the best virtue of the Agile methodology is simply in advocating for rapid iteration as input from users is received and getting to market sooner so input can begin to be gathered. Neither of these principles where obviously utilized in the development of Healthcare.gov. Anything beyond those two core principles is easily and frequently subverted by business interests outside of those actually doing the development.
