The evidence presented in the article is quite weak:
"I have seen some of the developer documentation, and it clearly discusses sprints, user stories and incremental testing — all of which are hallmarks of an agile process."
For a project with reportedly 50+ subsystems, where the main failures seem to have been integration, that doesn't tell us much either about this project or agile practices.
