I understand that this is "what spies do", that's not the primary point of outrage (not for me, at least). What is a valid cause of outrage is being spied (to this extent) from a country that states to be your partner/ally. More than outrage, it's a valid reason to change allies and commercial partners, too (or at least to seriously look around). I think this is stupid and probably very bad at long term for US tech industry.
