>"I have two brothers in the highway patrol and they believe that it's imperative that they chase anyone trying to get away, in order to make sure that anyone in the future knows that they can't run from the police, despite the risks of collateral damage to innocent people."
In my experience (I've worked and lived with local, federal and state cops), this idea what law enforcement is one huge slippery slope that leads directly from status quo to anarchy is a popular one.
It's silly.
>"On the other hand, high speed chases frequently end up causing car accidents with innocent people, sometimes fatally."
If high speed chases only came about in direct response to violent offenses this seeming trade off would be easier to understand.
When they escalate from traffic stops it's recklessness.
>"The question becomes, is there a way to still capture the person trying to escape police without putting innocent people in harms way?"
It would be nice if we had some data on arrests after non-chases, but it's going to be hard to gather as long as the guys in the cruisers insist there's no other option.
