Microsoft have been under government/competitors' anti-trust watches for the past 10 years. Now with google/apple catching up, they probably can move a bit faster without consult lawyers in every single move. On the other hand, with so much cash/profit, the employees/managers have no hurry to move too fast anyway. The share holders might not be too happy.
