  Are there federal laws against prostitution or is it merely a state matter?

  Prostitution is not illegal under federal law, only under (most) states' laws. Marijuana production / distribution / etc is illegal under federal law. The DEA (a federal agency) could come after you -- and would, if you get big enough -- even if it's legal in your own state.
