This type of integration project is always challenging regardless whether it is government/private sector. Then add tons of required-by-law requirements and you are talking about massive tasks to get things right. Their main problem is the hard deadline for October 1st launch. Things should have been rolled out state by state - but I am not sure whether this is in the law or just a political decision.
