Definitely interesting, but there is an unfortunate side effect with the algorithm that tends to split up cities. Cities often have a vested interest as a whole - so having 2 or more reps per city as opposed to 1 is going to cause strife.

- IgorPartola 13y agoIf a city has a vested interest and votes together for like-minded candidates, wouldn't it have a more loud voice in DC?
