I’d like to call out the Visual Studio extension VsVim (http://visualstudiogallery.msdn.microsoft.com/59ca71b3-a4a3-46ca-8fe1-0e90e3f79329 http://visualstudiogallery.msdn.microsoft.com/59ca71b3-a4a3-...) as doing a Vim emulation mode right. It actually does run your .vimrc, ignoring commands it doesn’t understand. So when I installed it, my custom mappings were already set up.
But I think supporting Vim plugins is too much to ask for in any other environment. Often, the reason you’re using another environment is because it has great plugins of its own that you want to use. It would be a lot of work for little gain to make an editor support Vim-style plugins if it already has its own better way of writing plugins.
