Yes, in the docs they mention rates for non-US payments.

  Which docs? Where? all I see is rates for non-profits and micropayments. Even in the detailed fee scheduled I can't find a single mention... I feel like I'm either blind, stupid, or looking at the wrong website (or all of the above).
