We use and apply this basic rule at work and it works wonder. A lot of time, the developer could figure out the answer before asking or during the discussion with another developer. I think the reason why this works well is because you are force to document and make it as easy to understand as possible. There are complex problems, but it is easier to solve if those problems are broken down into solvable pieces.
