The founders appear to be Palestinians living in Nazareth. My guess is the sentence's wording is confusing because the author wanted to work in the note about occupation. Nazareth itself is in Israel proper. Since we'll call something an American startup even if the founders are foreign I think it is safe to call SolidRun an Israeli startup.
