I've read that most of the power is tied up in committees (http://www.economist.com/world/europe/displaystory.cfm?story_id=13788340 http://www.economist.com/world/europe/displaystory.cfm?story...). If it's like the US House of Representatives, that means seniority is necessary for any real power. Legislation by committee is also a great way to wield power behind closed doors, since the media rarely reports on what they do.
Is there an EU equivalent to Congressional Quarterly (http://cq.com/ http://cq.com/)?
- fbailey 17y agono seniority plays no role that's a very us specific thing
