In a Java environment, in late 2007, we began work on a new application. I was told not to use Spring and that the application should be developed in Struts 1.
Thank god I left after a year.
Going forward, when you interview, you should ask about development environment, version control, testing practices, etc. You should ask to talk with some of your future coworkers.
If an environment is toxic, riddled with politics, poor engineers and bad coding practices, it's admirable if you try to change things - but you probably won't succeed. You're better off leaving and finding a better place to work.
