I think deterrence is pretty effective though. Currently, the people in charge have no risk. Worse case scenario is they get a huge pile of money and are told to leave. If they actually had a stake in the game, they would do everything in their capability to make sure things are being run properly. Right now, they are actually being incentived to disregard ethics in order to maximize profits.
