If you're interested in reading further, I highly suggest watching "The Untouchables," a PBS Frontline documentary following Wall Street executives and the prosecutors during that time. It explores the roles and motives of different players, and pretty convincingly shows how the game is heavily tilted towards Wall Street executives.
