People just say that they're undervalued. The upside is ignored (probably because of scope insensitivity [http://wiki.lesswrong.com/wiki/Scope_insensitivity] http://wiki.lesswrong.com/wiki/Scope_insensitivity]), and the risks are misunderstood.
