I applied through this page for a Canadian non-profit and got the number in less than a week (though I had to go through a web chat on a different D&B page to actually find a D&B employee who would give me the number since they never emailed it to me). It's still a shitshow, and Apple should either work with D&B to develop a more streamlined process like what they have with the Government, or find a better provider.
