ChromeView is unfinished business; the author has stated that he doesn't have time to commit to it right now. Certain things are broken in it like native scrolling. I started using it, and the more I got into the Chromium source, I realized that Content Shell is a better starting point (he started with AndroidWebView). Mine uses Chromium Content Shell -- native scrolling works great. The browser seems to be fully functional and performs quite well. What is left for you, or anyone interested, is to write your own Java/C++/JavaScript glue to make it into what you want it to be.
