I don't think the spying stuff is leading to a decentralization of power. Moving from unipolarity to multipolarity was happening anyway. Further, I don't think that they will challenge the US in services or economy simply because the governments are upset at being spied on. Citizens still want to buy what they want to buy. If the average citizen of Mexico got really angry about this, enough to make actual sacrifices in their day to day life, I would be incredibly surprised.
