It seems a lot of people think you can sort things out by speaking with higher managment but it looks like the organization is broken, not just the new manager otherwise he wouldn't be in a position to brake a second department. There is a communication problem too. Why isn't anybody talking about thoses site going down ? Why is it so formal/difficult to talk about problems with other managers and other departments ? It's unfortunate, but a few (even just one or two) guys can brake an organization when they are at the top.
