I am a native English speaker from India (for all practical purposes I am monolingual). I also have what you would probably term as a "neutral" accent, but it's definitely Indian. The tips above are not unique to non-native speakers, but to anyone who cares about proper public communication. The recommendations might make it easier for non-native speakers, but I feel that PG would put someone like me (who has always spoken English) into a convenient bucket just because I sound different.
