I feel like this particular story is over the line. It's a sob story that's misleading--the USDA didn't say anything about the garden, instead it's the property management that forbid the gardening on their landscaping, by citing a USDA rule. I also highly doubt it's really the 4 year old's garden (a preschool child probably helps out with minor tasks with parental guidance at best), and instead she's just used as linkbait.
