What we need is efficiency in the second-hand goods marketplace. One partial enabling change would be to eliminate sales tax on second hand goods (or only charge it on the markup). I don't want to worry about how long I need to possess something at the time I order it. I want to buy it and a repurchase agreement and then sell it back to some marketplace.
