That's not quite 100% true - there were various sites that disseminated video to and from consumers. I ran one of them, Machinima.com, which was founded in 2000. However, they were few, far between, and didn't work nearly as well as YouTube. I'll admit to making a massive mistake disregarding Flash video back in those days in favour of downloadable content! YouTube really has been a remarkable thing - one of the few .coms that can genuninely claim to have significantly changed the world.
