Drawing people out can be hard, though. A lot of tech companies recruit young engineers and new grads heavily, and many 20-somethings won't be convinced to leave SF. SF might be expensive but it's fun in a way that Boise isn't for (most) young people. If you ask a fresh Stanford or Berkeley grad to move to Boise and take a 20% pay cut (even though it's more pay relative to the cost of living) they're going to hang up on you.
