A simple line I've used before: "Please feel free to CC your technical team so we can make sure we're all on the same page regarding [technical requirements X, Y, and Z]." Or something to that effect. If the purchasing agent is feeling over-their-head technically, they might jump at the chance to involve someone who actually understands the requirements.
