One thing the article doesn't really talk about is that Japanese companies are very active in investing in (or sometimes outright buying) foreign startups (for example, Recruit buying Indeed). I think this shows that some Japanese businesses are at least conscious of the problems depicted in the article, and are trying to learn from Silicon Valley.
