The two-dimensional horizon of the gyre on the water's surface does expand, slowly, and is analogous to the three dimensional event horizon of a black hole.
That is to say, the portion of the gyre which extends below the water, which is not visible to us, is analogous to the hyper (or hypo, depending on your frame) dimensional interior of a black hole.
