I absolutely don't think the government should decide that. I'd almost say though that the government should only provide loan assistance to state schools (not really willing to stand by that just yet, but it's worth a thought or two). But I'm just sort of questioning that if we're going to say that people aren't to be trusted on their own, that's usually when the government has to step in to set the rules.
